We identify five key focus areas prospective grant recipients from states, municipalities, utilities, and private-sector construction and manufacturing firms should consider to help accelerate shovel-worthy projects:

- Overcome supply chain challenges through transparent procurement planning
- Prioritize workforce development
- Accelerate capital program delivery excellence
- Leverage new federal money with additional public and private capital
