In this paper we explore how capital-program decision makers can build resilience and use capital programs as an engine for the organizations recovery strategy. The goal is to provide a framework to assist capital decision makers to emerge from the current situation while also providing an overview of the tools and methodologies available to enable them to rebound from the current situation more resilient, so as to better manage future shocks.
